Becoming A Patient

Becoming an Ohio Medical Marijuana Patient 

If you are a resident of Ohio and suffer from one of Ohio’s qualifying conditions, you are eligible to become a medical marijuana patient. Locate a medical marijuana card company or physician with a CTR (Certificate to Recommend) to schedule an evaluation.  The registration process, cost, and required documentation may vary between providers.

Ohio’s Qualifying Conditions 

Under Ohio law, qualifying medical conditions include the following: 

AIDS, amyotrophic lateral sclerosis, Alzheimer’s disease, cachexia, cancer, chronic traumatic encephalopathy, Crohn’s disease, epilepsy or another seizure disorder, fibromyalgia, glaucoma, hepatitis C, Huntington’s disease, inflammatory bowel disease, multiple sclerosis, pain that is either chronic and severe or intractable, Parkinson’s disease, positive status for HIV, post- traumatic stress disorder, sickle cell anemia, Spasticity, spinal cord disease or injury, terminal illness, Tourette syndrome, traumatic brain injury, and ulcerative colitis. 

As of February 2021, the State Medical Board of Ohio determined the following conditions are considered covered by a qualifying condition: arthritis, chronic migraines, and complex regional pain syndrome. 

Finding a CTR Physician 

While a comprehensive list of CTR Physicians can be found here, not all CTR Physicians are available to the public and their contact information may be inaccurate. An internet search for an Ohio medical marijuana card company is the best way to locate a CTR Physician.  

Cost of Becoming a Patient 

The cost of obtaining an Ohio Medical Marijuana Card varies by the company or individual physician providing the evaluation. The price for this service for new patient may range from $75 – $300. After a Recommendation from the Certifying Physician is obtained, a yearly $50 Administrative Fee is applied by the State. 

Registration Discounts

The State offers a $25 discount on the activation and yearly renewal fee to those who are approved for Veteran or Indigent Status.

Becoming a Caregiver 

The provider or provider’s office who issued the medical marijuana recommendation can register a Caregiver on a Patient’s behalf. The provider will need the Caregiver’s government- issued identification and other demographic information to complete the process. Learn about the Caregiver approval process here.

Making a Purchase at The Citizen 

All patients are required to have a valid government-issued ID and a valid Ohio medical marijuana card to access the Dispensary Department. Non-registered visitors with a valid ID may enter the Lobby if they are interested in learning more about Ohio’s Medical Marijuana Program. 

Forms of Acceptable ID 

The same government-issued ID (Passport, Driver’s License, State Identification Card) used to register for an Ohio Medical Marijuana Card is required to enter the Dispensary Department. The address and the name must match the information in the State Registry. 

New Patient Registration 

A little paperwork is necessary prior to an initial purchase at The Citizen. Our check-in process is quick and simple. Prior to placing an online or telephone order, please complete your New Patient Registration at the dispensary.

Non-Ohio Medical Marijuana Cards 

Only patients registered in the Ohio Medical Marijuana Program may purchase products at Ohio dispensaries. 

Pre-Order Pickup 

The Citizen Lorain offers Drive-Thru pickup for those who do not wish to enter the dispensary. There is also an Express Lane for pre-order pickup inside all dispensaries. 

Latest Arrival 

If you are new to The Citizen and the Ohio Medical Marijuana program, we ask patients to arrive 30 minutes prior to closing. If you are a returning customer, please arrive 15 minutes prior to closing. 

Parking at The Citizen Lorain 

There is ample on-site parking at our Lorain location. Our Canton location has a dedicated patient parking lot and offers ample street parking near the dispensary on Cherry & 4th streets. Please refer to our parking guide here

Picking Up at The Citizen Lorain

In-Store – The Citizen dispensary staff are ready to answer questions, place and prepare orders, and get you on your way in a timely manner. If a pre-order is placed, there are dedicated registers. 

Drive Thru – We are pleased to offer a Drive–Thru at our Lorain location. Please have your ID and MMJ card ready when you arrive at the Drive-Thru window. Drive-Thru is pick-up only.

Accepted Forms of Payment  

The Citizen currently accepts cash, debit cards, Dutchie Pay, and has an ATM on site. There is a convenience charge for each Debit or ATM transaction. Dutchie Pay is an ACH transfer application. Link your bank account here for the most convenient option!

Return Policy  

We are ONLY able to provide refunds for returns due to the following: 

  • Defective Product
  • Dispensing an incorrect product
  • State-issued product recall 

Veteran and Indigent Discounts

We are pleased to provide 30% off the original price of cannabis products for patients registered with Veteran Status and 20% for patients registered with Indigent Status.  Veteran or Indigent Status must be indicated on the Ohio Medical Marijuana Card to be eligible.

Private Consultations

All Citizen locations have a Consultation Room for patients that would like to discuss their medical condition and product selection privately with a Patient Care Representative. In-person consultations may also be scheduled ahead of time here. 

 

The Ohio Medical Marijuana Control Program (OMMCP)

Ohio Medical Marijuana Cards

Ohio Medical Marijuana Cards are available digitally after a CTR physician has submitted the required information to the State Registry and the activation fee has been paid. The card will list your name, expiration date of the Recommendation, expiration date of the Card, and a 20-digit ID number. The QR code on the card contains the patient’s updated information and will be used to scan at the dispensary. An image of the card or a printed copy is sufficient for entry into the dispensary department. 

Ohio Medical Marijuana Registry 

The Ohio Medical Marijuana Registry provides patients with account information. This includes demographic information on file, purchase history, purchase periods, and details about their card and recommendation. The website is ohiomedicalmarijuanaregistry.com and the username is the email address on file with the State. 

Purchase Limitations 

Purchase limits are broken down by time periods. Within a given 45-day period, an allotment is provided, which can be viewed by logging into the Patient Registry. Purchases apply toward allotments based upon product type, weight, and THC content within a given product form. Dispensary staff can further explain purchase limits as this can be confusing. Approved Methods of Administration 

The approved Methods of Administration and Product Forms are plant material, oil, and concentrates for vaporization, creams and patches for topical administration, and edibles and tinctures for oral administration. 

Product Safety and Lab Testing 

All products sold in licensed Ohio dispensaries must first be sent to a State-approved testing lab to verify safety and composition. Labs test for heavy metals, pesticides, cannabinoid levels, and terpene levels.

Minors 

Patients under the age of 18 must have their registered Caregiver accompanying them to enter the Dispensary Department. Minors are restricted from products which are intended for inhalation. 

Storage 

Medical marijuana products should be stored in a cool, dry place in original packaging with the labels provided by the manufacturer and dispensary attached. 

Travel 

Medical marijuana products can be transported within Ohio if it remains in the original container and the patient presents an active Ohio Medical Marijuana card. For out-of-state travel, Federal laws and enforcement apply.
